This article seeks to demonstrate that such violence is anchored in the establish- ment of inequality between bodies, that is, in the de nition of bodies that are protected and valued, including by the State, to the detriment of those that are discarded and violated. It also seeks to reveal how the suspicion about the narratives made by bodies considered to deviate from the norms leads to a selectivity of memory and trauma. This old policy is also associated with how the Brazilian political system worked until now, on the basis of coalition presidentialism. However, when we turn to the work on the coalition in the presidential system, we realize that there is no reason why it should be considered something pernicious and, in reality, its functioning is very similar to the coalition in the parliamentary system. A análise toma como base os principais fatos ocorridos entre junho de 2013 e abril de 2016 que foram elencados para dissertação de mestrado sobre a cobertura realizada pelo Jornal Nacional dos discursos antagonistas ao redor de impeachment de 2016. O presente artigo se concentra, principalmente, nos fatos de 2013 e como o debate nas redes sociais online zeram com que o jornalismo optasse por uma determinada nar- rativa que era mais condizente com os interesses do sistema hegemônico mídia-publi- cidade. The Social State that was inten- ded to be erected together with a programmatic and leading constitutional charter was, from an early age, countered by legislative initiatives guided by an anti-State orientation, drawn from multilateral organizations in favor of the extravagant interests of international capitalist corporations. The bidding law (8,666 / 1993) was one of the most important milestones in this process and this article seeks to analyze some of its main implications for the Brazilian institutional framework.
