PRESIDENCIALISMO DE COALIZÃO EM DEBATE
A “VELHA POLÍTICA” NÃO FUNCIONA?
Abstract
Since the beginning of his government, as well as during the election campaign in 2018, the current President Jair Bolsonaro has presented a narrative of combating what he calls old politics, which would be seen, in general, as the exchange of favors between the Executive and Legislative. This old policy is also associated with how the Brazilian political system worked until now, on the basis of coalition presidentialism. However, when we turn to the work on the coalition in the presidential system, we realize that there is no reason why it should be considered something pernicious and, in reality, its functioning is very similar to the coalition in the parliamentary system. Therefore, the purpose of this article is to retrieve the arguments of these works and demonstrate that the coalition in presidentialism worked in a stable manner
